The Problem

Both major parties have spent decades drawing district lines to lock in safe seats. The result is fewer competitive elections, more polarized primaries, and representatives accountable to a narrow base instead of a real cross-section of constituents. Algorithms and partisan map-drawers have made the practice more sophisticated, not less.
